I didn't target pike or muskie until level 40(ish), when you can reel in pike without much of a fight. Special Restrictions- Boats restricted to 5 mph (no wake). Michigan is beautiful and great for targeting walleye (get much larger than New York), trout and bass. Depending on how big your net is (might require a couple day trip to be profitable) and if you have a rod holder I enjoy St Croix and Everglades a lot more.
